The growth of Freemantle began in the 1850s, following the sale of the Freemantle House and Estate by its last owner, Sir George Henry Hewett, to local property developer Sampson Payne. Previously part of the Millbrook parish, Freemantle became a separate parish in 1851. Payne subdivided the land into smaller parcels, which he sold to various developers and building societies, resulting in the construction of mostly small Victorian semi-detached and terraced houses. Payne also intersected the park with nearly twenty roads. The school and church were built in 1857 and 1865, respectively. From 1880 to 1895, Freemantle was jointly administered with Shirley by the Shirley and Freemantle Urban District Council, which was established as a Local Board of Health. In 1895, Freemantle was incorporated into the borough of Southampton.
